From a numbers perspective, some of the bait schools and fish have remained in the twenty to forty foot depth range and, while these fish are much easier to find using quality electronics, they also can be a bit harder to catch. In some cases, these deeper fish have been around modestly large bait schols and this, in itself, can make strikes harder to get. Cooler weather has the effect of concentrating bait schools and this can have the effect of concentrating fish in much larger groups, but it won't necessarily dramatically increase the ability to get strikes in every case. Oftentimes, fewer fish around a lesser amount of bait will prove to be much more catchable than a greater number of fish around a much larger quantity of baitfish. Also, there is some limited surface activity and some fish are shallow.
